I'm person voting, PHOTO ID required, and a photo ID that requires a certified birth certificate to get. Card stock paper ballots, block chain serialized, water marked and a few other anti- counterfeit, anti-tamper features. Then after casting the ballot you have to dip a thumb into indelible ink.
All votes must be counted on election day, no late voting, and the only early voting is absentee ballots. Which also must be tallied by end of business election day, and kept on file, secure with clear chain of custody until the election is certified.
Thats about as secure as you can make an election.
The next step is severe legal and civil penalties for fraud. To include permanent barring from public offices if a candidate is directly connected to a fraud attempt.

If you move it's up to you to inform them. When you do your taxes every year. That address is updated for all levels of government voting.
We have the location printed on your voting card. And dates and times if you need to vote early. Otherwise you show up. Show ID. Then go to your voting box line up according to neighbourhood. You then show your ID again to the guy that gives you a blank voting slip. You sign the bottom in front of the guy.
He confirms.
You go vote privately in a booth.
Take it back to the guy. Folded multiple times along the creases. The bottom has a tear away part with a voting number on it.
No personal info.
This can be used to confirm that your vote went to who you wanted.
Pretty simple system. Works awesome.
